Residents of The Village of The Hills will vote to fill three City Council seats this November. Below is an overview of each candidateβs background and key priorities.
Tom Harrelson
Qualifications: Executive leadership experience (most recently GM for a division of Fiserv), current Hills POA Board President, and long-time community volunteer.
Growth: Supports proactive planning with local partners (POA, MUD, and Invited Clubs) to ensure infrastructure and public safety keep pace with surrounding development.
Water and Energy: Favors investing in modern infrastructure and conservation programs in partnership with Hurst Creek MUD and LCRA.
Mandates: Believes in understanding local authority while responsibly complying with state and federal mandates; supports pursuing flexibility and funding where possible.
Other Issue: Prioritizes maintaining public safety and supporting technology and resources that strengthen emergency preparedness.
Martin Khait
Qualifications: Current City Council member; liaison for Parks & Recreation and the Welcome Committee.
Growth: Supports limited single-family development but opposes large-scale expansion that changes community character.
Water and Energy: Values continued collaboration with emergency partners to maintain readiness during outages or natural disasters.
Mandates: Believes in strong local control, local taxation, and transparent decision-making close to residents.
Other Issue: Focused on unity, civility, and community engagement through neighborhood and club events.
Karthik Naralasetty
Qualifications: Entrepreneur (Forbes 30 Under 30) and community volunteer; founder of The Hills Observer and active attendee of council meetings over the past year. Resident of The Hills for the past four years.
Growth: Supports thoughtful planning that preserves The Hillsβ peaceful character while ensuring infrastructure keeps pace with change.
Water and Energy: Favors continued coordination with Hurst Creek MUD and PEC to strengthen reliability and promote conservation.
Mandates: Believes in balancing local decision-making with compliance requirements and advocating for flexibility to fit community needs.
Other Issue: Helped bring more civic participation by encouraging meeting minutes to be published and council meetings to be live-streamed on YouTube. Started the Kidpreneurs Market, giving young residents a chance to showcase their creativity, and plans to make it a yearly tradition that celebrates entrepreneurship in The Hills.
Madison Wickham
Qualifications: Entrepreneur with 16+ years building businesses in Central Texas; resident of The Hills for nearly a decade.
Growth: Believes growth should be managed carefully through stakeholder input and project-by-project evaluation.
Water and Energy: Plans to consult experts and educate himself on water and energy issues to make informed decisions.
Mandates: Emphasizes collaboration with local, state, and federal partners while prioritizing community interests.
Other Issue: Focuses on maintaining a safe community environment for families and children.
Gary Wolff
Qualifications: Business degree from The University of Texas; extensive property management and board experience with capital spending projects.
Growth: Supports strengthening relationships with Lakeway, Bee Cave, and Travis County to coordinate regional development.
Water and Energy: Recommends water and energy field audits to ensure infrastructure reliability.
Mandates: Believes in full compliance with laws and seeking formal variances when needed.
